Well, 36% of Canadians have chosen a Conservative government that says it will bring change.

Well, 36% of the 65% of Canadians who voted have chosen a Conservative government that says it will bring change.

Well, that is to say, 36% of the 65% of the 70% of the population who are allowed to vote have chosen a Conservative government that says it will bring change.

(70% of the Canadian population is 22,400,000; 65% of that figure voted, which is 14,550,000; of these, 36% voted Conservative)

Well, okay, 5,225,000 or slightly less than 1/6th of Canadians have chosen a Conservative government that says it will bring change.

And that, Ladies and Gentlemen, is what is called a democracy.
